reorganization and to their better co-ordination. The
recommendations which I now make are, therefore, only to
be regarded as provisional.

The Head of the Sanitary Department reports
very favourably on Mr. Davies' work as First Clerk and Assistant Secretary. He is a steady and reliable officer
and has that detailed knowledge of the work of Secretary which a Junior Cadet Officer with shorter experience and
more important administrative duties cannot be expected
to acquire. He has acted successfully as Secretary on
various occasions. I therefore recommend that he be
appointed to act as First Clark and Secretary.

At present Mr. Davies is in receipt of a
salary of £390 on the scale of £350: £10: £450, and is
entitled to free quarters. In certain proposals which
I am putting forward regarding the classification of the Senior Clerical Service on the lines approved in your
despatch No.414 of the 29th of December, 1924, I am
recommending that he should be placed in Class II of that
Service on a salary of £450 on the scale £400: £10: £480
with loss of his right to free quarters.

The Head of the Sanitary Department also considers it necessary that there should be a post of Second Clerk and Assistant Secretary, as the supervision of the
clerical work of the Department is more than can be
adequately undertaken by the First Clerk.
For this post he recommends the appointment
of First Class Sanitary Inspector John Watson.

Mr. Watson was first appointed locally on the 28th April, 1921, as a Second Class Sanitary Inspector; he was promoted to First Class Sanitary Inspector on 1st
